New-Construction Vacation Home STR Utility Cost Guide

How should utilities enter the underwriting? A purchase-stage worksheet for a new-construction vacation home.

A new-construction vacation home can appeal to investors because of modern systems with completion and launch timing risk. Before committing capital, answer this question for the actual address: How should utilities enter the underwriting? The method is to use bills and system loads to estimate fixed service plus occupancy-sensitive electricity, gas, water, internet and waste.

Make the decision before the deposit is at risk

Use a full billing year when available and separate fixed account charges from weather and guest use. Add internet, streaming, trash and amenity loads. A property that is empty can still carry substantial minimum service costs. Stress the months with the highest heating or cooling demand rather than spreading the annual bill evenly.

What changes for this property

A new home has limited operating history, so the pro forma must come from independent comparables. Completion, certificate of occupancy, punch-list work and permit issuance can all delay the first booking. Confirm which warranty claims are handled promptly enough for a guest operation. A lender's rate lock or appraisal timing may expire before the property is ready.

The revenue case should forecast from operating comparables, not a seller's untested pro forma. Record the source, the period covered and any owner-blocked nights beside the forecast.

The physical file should address punch list, warranty, site drainage and utility commissioning. The legal and insurance file should address certificate of occupancy, STR permit and insurance start date. A favorable answer on one does not repair an unsupported answer on the other. Obtain written, address-specific evidence before letting the contract's protection expire.

Documents to request

  • Twelve months of bills, rate schedules and equipment inventory.
  • Property-specific records for punch list, warranty, site drainage and utility commissioning.
  • Written confirmation of certificate of occupancy, STR permit and insurance start date.
  • Financing sensitivity: Construction completion can change rate lock and cash-to-close.

Run the downside case

Worksheet: Monthly utilities = service minimums + weather load + guest-use load + internet + waste. Use actual billing periods when available.

Model a weather extreme and higher guest capacity. Keep the original and stressed worksheets side by side. Recalculate cash needed at closing, the first twelve months of cash flow, and the reserve required to survive a delay or repair. If a source is missing, mark that input as unverified rather than filling it with the seller's optimistic estimate.

Operating exposure to price: New vendor setup and warranty response. Identify the vendor, fee, start date and backup for each required task. Those costs affect the underwriting and the date of the first rentable night.

Decision rule for the buyer

Replace a flat percentage with documented monthly costs. Also test the exit: first-year actuals may lag a stabilized resale story. A business owner should decide whether the property still fits when attention is focused on the primary business; a real estate investor should compare the same capital with the next available deal on a consistent after-reserve basis.

Use the existing BNB Accelerator guide for the broader method, then bring the address, documents and assumptions to a qualified lender, insurer, attorney, CPA or inspector as appropriate. These pages are decision worksheets, not a representation that any listed property type is available or approved in a given market.
